World Bank Report "Developing Skills for Innovative Growth in the Russian Federation", prepered by WB and HSE experts, is available for download. The study is the result of the collaborative efforts of a team of World Bank staff, researchers of the National Research University – Higher School of Economics (HSE), Russia, and consultants inside and outside Russia. Sergey Roshchin, Pavel Travkin and Inna Maltseva participated in this study. The results of demand for and shortages of skills study, conducted in 2012 by LLMS HSE were used in this report.
